“Thirty-nine-year-old Shelly Koontz was arrested Thursday night on a fifth-degree theft charge.”  What is fifth-degree theft?  This is up there with sampling grapes at the supermarket before you buy.  The story is pretty self-explanatory.  This woman, Koontz, apparently refused to return a library book and was arrested.  These are the people ruining our society!
